'aj Garan of the House of Rajuc sat in a chair located in his own office at Ty'Gokor strategic defense station, also the central military command of the Klingon Empire since 2378, the same year the Dominion War had began. His office was simple in design and spartan in style as typical of an officer of a feudalistic warp capapable advanced society. A single desk sat near the far wall as it faced the doorway, a standard procedure against assassination and denoted authority and attention to those that had a meeting with such an officer. A large and ominous Klingon Empire trifoil was emblazoned upon the wall behind Garan's desk, the red and the black stood out boldly to all that gazed upon it, should they take a glance behind the desk.
While he sat at the desk he handled his business in an efficient manner, to take care of the backlog of work that had build up while he was on a leave of absence of his own personal business concerning the House of Rajuc. He also changed his office to Ty'Gokor strategic defense station from Starbase 24, where he was formerly stationed at according to his orders and to honor the treaty set forth between the Klingon Empire and the United Federation of Planets. He so noted the change of his office on Stardate 68303.58, or by the Earth year 2388.
He shook his head in annoyance once again at the arrogance of the United Federation of Planets centralizing the entire area of known space to their standard time keeping system. He could go on and on about the economic and political strategies being staged by the United Federation of Planets to conquer more territory and planets to add to their union, if it was in their own words, he knew that they would say the new Federation member would gain benefits normally not possible. Indeed, the Federation when it operated at it's best, would not lie when words were spoken in such a way, the results were evident to all that looked into the event.
The difference of opinion came when those that did not wish to join the United Federation of Planets were pitted against such strategies. The call for peace was often viewed as a prelude to dominate the trade markets and spread their influence throughout the galaxy despite their hyped up and vaunted prime directive stated to govern such affairs. This effective strategy often resulted in many worlds joining the United Federation of Planet's under the incentive of "benefits". He knew that many warriors feared such strategies and were considered underhanded, equivalent to the methods used by the Ferengi to obtain more property, but the truth be told, the Federation were far better than the Ferengi at economic strategies since there existed an honesty between them that was absent among the Ferengi.
He also had come to respect the United Federation of Planets over the many years of fighting with them in the Dominion War and in other engagements. The finest of officers would stand their ground against all odds and never lie or engage in petty methods when it came down it, and in fact the DIvI had an honor of their own, despite differing from his own code of honor. He thought about both the Federation and the Klingon Empire, each had it's own problems and those that went against what each stood for. Section 31 was a stain of black that went deep to the heart of the Federation, as well as the Klingon Empire having the House of Duras which went against everything the Klingon Empire stood for.
He thought about how many warriors died and how much damage it took to the Empire to cleanse it of dishonor over the many decades past. He also thought about the lies that dishonorable warriors and officers had told to cover such deceptions and knew that it was the same in both. The principles were the same for the greater good and came down to each warrior or officer to decide which way to go in life, at least that would be the Federation's view on such things. In the Klingon Empire, you could dishonor your entire family for committing dishonorable deeds.
He was musing about these thoughts for some time as he leaned back in his chair, hardly concentrating on the many stacks of padds that awaited his attention. Suddenly the subspace communication request was displayed directly on his desk viewer with the bold blue United Federation of Planet's symbol. He quickly opened his eyes and glanced at the viewer once the alert sound was made. He read the request displayed under the Federation symbol.

We view the success of such a program as we have watched many of our officers return to their homes with a new attitude and respect for other cultures. As we also have had the distinct honor of having many officers of the Klingon Empire serve along side us in war and even in peace. It is our fondest wish to continue onward with peace and cooperation.

He read the message and then nodded in agreement, the terms of the crew exchange program had not changed in over 30 years and should be continued. He didn't waste anymore time as he accessed the console and gained clearance to the subspace relay network to Starbase 24. As luck would have it, Admiral Toranaga was located in his office and ready to discuss the current terms of the officer exchange program. The subspace channel and visual communication was cleared and ready as Admiral Toranaga appeared on the viewer.
Toranaga appeared to him as a Human, possibly of far eastern descent as the Earthans would say, he thought. He had dark brown hair and a serious face, the cares of being an admiral shown upon his face at times. He had assumed his position over the many years by being diplomatic and generally friendly with a decisive attitude in all that he had done over his career. He sat there carefully studying the Federation admiral for a moment and waited for him to speak. Then Admiral Toranaga spoke, with a somewhat slow and measured inflected tone of voice, that was also to the point.
"Greetings Admiral Garan of the House of Rajuc" He paused for a moment for a diplomatic and profound effect. "It is with esteemed pleasure that the United Federation of Planets and myself wish to convey our thanks to you and the rest of the Klingon Empire for continued cooperative peace..." He paused once again to let the words flow, that was his style. He also took the time to think about what he was going to say next, Klingons often didn't want to hear too many words, so he would get to the point.
"As part of the officer exchange program... I have a list of officers that have volunteered to serve in the Klingon Empire, as well as another officer that I hold in highest esteem that I would consider it a personal favor to assign her to your personal command vessel, the I.K.S. Warrior's Honor." He smiled and resisted the urge to chuckle about the officer in question he was speaking of. He also cared about her as a close friend and didn't really know what to do about how she felt about Klingons. This idea was one of the few answers that had any merit of succeeding, as well as a possible professional solution.
Garan sat there for a moment and then scratched his goatee in thought before speaking. "Qapla' 'aj Toranaga. I hear your request for officer transfers, I assume that they are more reliable than the last batch of officers." He looked at him closely to see his reaction to the comment he made, as well as telling him that some of the officers were either incompetent or did not manage to adapt.
